Flower is a young professional at Chelsea, signing a new deal last October, while Chinonso, who is the younger brother of former Chelsea goalkeeper Kelechi Chibueze, is in the first year of his scholarship.
A centre-forward by trade, Flower made an appearance for Chelsea U21s in the EFL Trophy last season but has not traveled with the squad to the United States, where they are competing in the MLS NEXT Pro Invitational.
The 17-year-old remains eligible to be fielded by the Blues for U18 Premier League and FA Youth Cup games in the forthcoming season.
Chibueze is predominantly a winger but can play as a striker and made his competitive debut for the U18s while still a schoolboy.
Somto Boniface, Tudor Mendel-Idowu and Richard Olise are the other Nigeria-eligible youngsters expected to feature for Chelsea U18s in 2022-2023.
