However, the White Hart Lane outfit face competition for his signature, with Championship clubs Brighton & Hove Albion, Bristol City and Derby County also mulling over a bid for the teenager.
Osayi-Samuel was heavily linked with a departure from The Seasiders in the summer transfer market but the proposed move fell through after the League Two club rejected two bids from Derby County and Bristol City.
Representatives of Spurs have visited Bloomfield Road to observe the young Nigerian winger at close quarters this season.
